Citizens, a terrible technological catastrophe has occurred.
We've named the phenomena 'Digital Storm', and it has flung hundreds of creatures into our world.
These creatures, 'Digimon', are digital beings, some with extraordinary powers, and they are looking for refuge and citizenship in our world.
Our leaders have decided to accept a few of these 'Digimon', and grant them human status. The 'Vaccine' and 'Data' Digimon are granted a five year pass to attempt to ascertain human citizenship.
There are other types, though, 'Virus' types that are not accepted, under any circumstance. These Digimon are violent and destructive.
Digimon are refuges, and live off of our hospitality. We give them jobs, and allow them access to our living sectors.
All the normal rules apply to Digimon in our society, but it is illegal to fraternize intimately with them. This means no sexual acts are allowed to take place between a Digimon and a human. Doing so is illegal, and will be punished severely.
We, The Digital Storm Force, are here to enforce these laws, keep the Virus Digimon out and grant five year passes. We maintain the peace between humans and Digitals, and we serve our country.

Digital Storm Force accepts applications for new, innovative Digimon, Vaccine and Data digimon.
Digital Force also accepts applications for human tamers.
Prospective tamers must prove ownership of a digivice in order to apply.
First five accepted applicants become a part of Digital Storm Force propaganda, to be spread around the city.
